Walailak University Leads Climate Action Strategy as Consultant for Provincial Natural Resources and Environment Offices in Five Upper Southern Provinces
Walailak University, as a consultant to the Provincial Office of Natural Resources and Environment, supports developing provincial climate change action plans across five upper southern provinces: Nakhon Si Thammarat, Trang, Phatthalung, Chumphon, and Ranong. This collaboration aims to facilitate greenhouse gas data informing as a foundation for provincial databases. Additionally, the project involves analyzing practicable and appropriate measures to reduce greenhouse gas emissions, tailored to the unique context of each province. The comprehensive plans cover five key sectors: energy, waste management, industrial processes and product use, transportation, and agriculture, forestry and land use.
The collaboration follows the guidelines of the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC) and aligns with the declaration made by Thailand’s Prime Minister at the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow, Scotland, on November 1, 2021. The goal is for Thailand to achieve carbon neutrality by 2050 and net-zero greenhouse gas emissions by 2065. This initiative also responds to Thailand’s Long-Term Low Greenhouse Gas Emission Development Strategy, which aims to reduce greenhouse gas emissions by 40% by 2030 as part of the country’s Nationally Determined Contributions (NDCs).

In the fiscal year 2023, Walailak University, acting as the project consultant, met with various government agencies involved in the provincial climate change task forces across the five upper southern provinces. These agencies include the Provincial Energy Office, Provincial Public Health Office, Department of Land Transport, and Provincial Industry Office, among others. The purpose of these meetings was to request data on activities related to greenhouse gas emissions within each province, which will aid in evaluating the emissions for each area. Additionally, discussions were held on plans, projects, and measures for reducing greenhouse gas emissions within the respective agencies, forming the basis for the development of provincial greenhouse gas reduction plans.
